What is exactly your intention? Do you want to not allow users to edit the toolbar(s)? Do you want to just set the toolbar(s)?

Please explain.

Sorry, maybe this will help. I am wondering how to prevent modification of the settings for IE 7, mainly those under the tools>internet options menu. My employer has done this to all their browsers and it seems to be an effective way of securing the settings and preventing them from being changed. Thanks.
