So I have a Zalman cooler for my Intel E6750, and I just realized that the fan isn't always on. I'm wondering if this is normal or if it should be on. I have the Fan set to high and it pulses on and off. I'm guessing it turns on when it hits a certain temp but just checking.

This probably depends on your board and software settings. Read the manual for the BIOS settings on your board and also see if there is any fan control software in your operating system. Also check the literature with your fan. There may be fan control software included, sometimes you need to download it from the maker's site.

Often the fan will be set to run at low speed until a certain temperature is reached then the speed will increase.

Run a temperature monitoring program like SpeedFan to see weather the temperature is low enough to not need the fan on.
