When the Control Panel Icon is clicked in the START menu the item (control panel) appears on the task bar burt will not open

Sounds like it may be opening off screen. Try right clicking on the taskbar icon and select move. Use the arrow keys on your keyboard to see if you can bring it back onto the visible screen.

This could be caused by using 2 monitors aswell.
On my laptop when I activate a second screen to my right and I move windows there I have to be cautious that I move them back.
If you -are- using a second screen every now and then, try connecting that and dragging it back.
