XP Won't Boot

Got a new HD formatted and installed XP Home Edition but when instructed to restart computer system boots through BIOS, but when XP loads it goes to Welcome window and reboots. This continues in a constantly repeating loop. What's wrong and, more importantly, how do I fix it!
