56k modem

Im runing windows Xp i have a 56k modem, my IPS is peoplepc and im only able to conect to 28.8 maximum.
can anyone tell why this happens?
or how to correct this

more often than not this problem is not on your end, but line noise ro poor infrastructure at the modem bank (what you call).

PeoplePC has loads of numbers in each city...does this occur at every number?

Yes everynumber conects less or 28.8
