I cannot access task manager and msconfig, please help!

Hi all!

I am new here.. and currently I cannot access the task manager and msconfig. When I start taskmgr and msconfig from Start/run/... there are notices like this:

Windows cannot find 'taskmgr'. Make sure you typed the name correctly, and then try again. To search for a file, click Start button, and then click Search.

Windows cannot find 'msconfig'. Make sure you typed the name correctly, and then try again. To search for a file, click Start button, and then click Search.

I think my computer has been infected by virus but I'm not an expert about it. I also scan by AVG antivirus and Bit defender but nothing change.
