virus removed my control panel. how do i get it back?

I got tons of viruses back in december like malaware, trojan horse and all sorts of things. I downloaded AVG and Windows defender but it was showing hundreds and sometimes thousands of viruses a day. I just got my internet back up and now i would like to know what i need to do. my bacground is RED, my control panel is gone, my computer is crawling and shutting down programs. Also says administrator restictions. PLEASE HELP!!!
