Reloaded XP and screen refresh rate, extremely slow

first time reloading xp on this computer. had it for 2 years. did a system repair about 1 year ago, but it just crashed yesterday, luckily i had backup.

however now that im back onto the desktop, the screen refresh rate is really slow. im pretty sure its not the ram. basically whenever i have a screen window and i move it accross the screen, it has a VERY delayed reaction. similarly, such as scrolling down a screen on IE, it has a really delayed reaction displaying the content below, about 1 second.

CPU - Intel Pentium Core 2 DUO E6300 (1.86GHz, 2MB cache)
Hard Disk - Seagate Barracuda SATA II 320GB (8MB cache 7200RPM)
MB - Gigabyte GA-945P-S3 (core 2 dueo, 4x DATA II, 4x DDR2, GbE, 8x USB 2.0)
Monitor - Benq 19" :CD FP91G+ (8MS,DVI + VGA)
VGA-XFX Nvidia 6200TC (256MB, 350/450MHz)
2 x RAM - 1GB DDR2-533 G.Skill/$179
NET netgear WGT 624
NET netgear 2/less WG311T PCI CARD
