Reloaded XP and screen refresh rate, extremely slow

first time reloading xp on this computer. had it for 2 years. did a system repair about 1 year ago, but it just crashed yesterday, luckily i had backup.

however now that im back onto the desktop, the screen refresh rate is really slow. im pretty sure its not the ram. basically whenever i have a screen window and i move it accross the screen, it has a VERY delayed reaction. similarly, such as scrolling down a screen on IE, it has a really delayed reaction displaying the content below, about 1 second.
