Can't open/run any .exe files

Hi, I'm having trouble with my PC. I can't seem to open any .exe files at all. I've got no idea what the problem is, as I'm a self confessed computer illiterate (so please excuse my ignorance)! I've tried a system restore to a previous date. All the correct desktop icons reappear but won't open when double clicking. I restart and everything is back to the same state as before the system restore. I can't run any virus scans etc becasue they use the.exe files. Is there another way to do it?? Please help, I'm at my wits end!?!? Thanks, Jake.
