Yes you are right, the paste should reside where it will have contact with the heatsink, so it will be the surface of the processor (not the one where the pins are). Something like the pic below.
Do not let the paste touch any of the pins as it will damage both the processor and motherboard socket.
Also make sure you don't put too much on the surface because when you install the heatsink, the paste will spread and you don't want the paste to flow down to the pins, as I have mentioned, it will damage it.

I thought that is what I was suppose to do, bu the directions where unclear.

I would love to possibly try that one day, just curious lol. The directions don't teach much I don't bother look at them ever.
