win98 trouble

hello this is sybertroll i need some help for a windows 98 machine it wont open my computer or control panel and my documents it seems to only allow me to also use notepad to open info i get from the net to try and fix it

the errror messages it comes up with are as follows this program has performed an []illegal operation[B] and also an internet explorer error of a missing dibeng.dll file and a missing SHPRRPRT.DLL at 0177:03ff4b29 file .

ANY HELP WOULD BE GREAT I DONT KNOW HOW TO HIJACK SO I HOPE SOMEONE

CAN HELP !!!!!!!

also having some graphich errors it keeps roll to different resolutions and the stays on 16 bit colour
