Can't shut down computer using windows2000sp4

I cannot shut down computer using windows . I can shut it down using power button on rear of computer. Please help

ctrl-alt-del
shutdown

It could be your power settings in BIOS or in the Control panel. Some older machines don't want to shut down completely with the Staart button but will present a screen saying it is safe to turn off the computer. Using the switch on the back of the power supply can cause damage to your operating system and your hard drive. You might want to run the system file check to make sure all the files are there, you may be missing shutdown.exe.
