Internet not working, maybe a problem between router and modem?

I am trying to fix my moms neighbors network problems.

His computer connects to the router just fine, I can access the router settings and everything. But when i try to go to a web page it just does not work.

I have checked the connection between router and modem, and still nothing,
comcast says that the modem is working fine on their end, and it appears to be working at his house.

anyone have any idea why it cannot connect to the internet?
