I'm just beginning to use Ubuntu as a secondary operating system on my OS and I have a program that allows me to read and write to Ext3 partitions through Windows. I was wondering if Vista programs can be stored and accessed on Ext3 partitions. Thanks!

This can't happen without the use of third party programs and is not recommended. You should use your OS's native filesystem (NTFS for Windows and Ext2/3 for Ubuntu).
