PCIe 1x16 vs. SLI (1x8 + 1x8)

Hello I was wondering if anyone could answer me some SLI questions. While I am looking to upgrade my MOBO and possible add another video card.

I have a 8800gt (PCIe 2.0 compatible) in a 16x PCIe slot. My MOBO has 2 PCIe slots. 1 @ 16 and 1 @ 1.
I was think of upgrading it to a newer AM2+ socket so I can go quad and take advantage of PCIe 2.0 and newer sli boards with better chipsets.

My questions are...

1) Is the PCIe 2.0 a noticeable difference?

2) The MOBO's that I am looking at say with one card you get 16x benefit from your card. But in SLI you only get 8x from each card. So on a MOBO set up like that is there any improvement? You are still only getting 16x right?
