Processor Usage Spikes

The problem I have is with two networked computers that are showing the same symptoms, when selecting any image(s) or video files there are large CPU usage spikes shown in task manager, around 20%-60% and it happens even when selecting a single video file, selecting a single image file the spike is about 5%-10%. I have done recent hard drive defrags, disk cleanups, virus/spyware/malware scans, with no luck.

System Specs:
AMD 4800+ 64 X2 Dual Core
Nvidia GeForce 7950 GX2
3GB DDR 3200 RAM
Windows XP Pro SP3
