Windows Firewall Disabled

When i try to access the windows firewall from the control panel I get a message that it's not started followed by the following message "Windows cannot start the windows firewall/internet connection sharing (ICS) service".

I am not running any other firewall (I run the free AVG product).

Iam running XP SP2.

Well I have been researching that error message and have not found any solutions at this time, if I do find out any new information I will be sure to post it.
