an i have a question about this

550W PCI Express-compliant system power supply with a combined 12V current rating of 40A or more*

I have a Antec earthwatts 650 watt psu , it has 3 12v rails 2 at 22 amps, and 1 at 24 amps. would this work for that card?

Don't get that card. Get a 4850 or 4870. They both outperform that card considerably and at a lower price.
