Flickering Screen and Beeping

When I play video games on my computer my screen flickers and my computer starts beeping every time it flickers. It says my video card is running at an unsafe temperature even though I have plenty of cooling fans in my computer and the heatsink is properly attached with thermal glue. I can't seem to figure out why my video card is overheating so badly.
