Desktop wont load.

Thats it....Wallpaper loads but nothing else.Yesterday i came in at lunch turned my laptop on checked my email,all was well.When i went to it later in the day i turned it on and it loaded all the way to my desktop but there is no icons taskbar,nothing,just a pointer.
When i right click or left click noting happens.I can load in safe mode but if i try to open the control panel nothing happens and the computer quits responding. I have also do system restore with sevreal differnt dates and the same keeps ocuring.
I dont have a xp install disc,however i do have xp on my desktop as well if that helps,as does my laptop which is the one that is messed up.
The messd up computer is a dell laptop inspion 4000 with xp.
My desktop is also a dell.
I have searched the forums for the last 2 hours and have found nothing that would work,please help...

If you have a floppy drive in the laptop

Try the fix that is available here (provided courtesy of Kelly Theriot MS-MVP)

If you are able to access the Task Manager on the "problem comp" by pressing
Ctrl-Alt-Del when the desktop loads, then try this (assuming you have a
floppy drive in both your main and problem comp)........

Download the vbscript file to a floppy disk using your main comp. With the
problem comp loaded to desktop, put the floppy disk in the problem comp,
then bring up the Task Manager. In the Task Manager window, go to File>New
Task (Run...) and then either key in a:\xp_taskbar_desktop_fixall.vbs and
hit ENTER, or click on the Browse button and navigate to the file on the
floppy drive (make sure the Files of type field is set to All Files) in
order to select it to run.

If you do not have a floppy drive you will need a XP CD and will need to follow this reinstall tutorial.

OK,i borrowed a disk from a friend and done the reinstall,fix.But i wont load the 386 file.So i have evrything but ie.what can i do?
