PC Doesn't load

I can't get past the first screen which shows when I load the PC up.

This is roughly how my screen appears when I turn it on (no screenshot- it's on another PC). It doesn't progress past this screen.

Because I can't get past this first screen, I can't access the BIOS or anything to change settings.
I am running Windows XP SP2.

If you need more information, post telling me what and I'll try to find it for you. Sorry if this isn't posted in the right place
Thanks for your help in advance.

EDIT: Problem solved - turns out keyboard wasn't detected. I unplugged and replugged it. This solved my problem.
