Firewall issues - can't display due to an unidentified problem, windows can not display firewall sett

While trying to diagnose why I can't do an FTP upload of a website since a new ISP has been obtained, I was told it could possibly be a firewall setting... Then I ran into this

due to an unidentified problem, windows can not display firewall settings
