I have been unable to install service pack 3 and I have been getting a message saying" cannot copy\windows\system32\drivers.
Any suggestions?

Disable antivirus software (as MS recommends).

Install in Safe Mode.

Purchase a new copy of XP with SP3 integrated (as I did). The integrated version is much less troublesome.
