Blocking an IP

Is it possible to block someone from accessing a website in explorer by IP address, but not block when using firefox???

Update on problem. If I clear my temp internet files, I can get to the site. But if I close that browser and open a new one and try to go to the site it just hangs and never loads, until I clear my temp folder again. Any ideas????
