When I click on a text file Notepad opens minimized. This also is true with IE. How can I get them to open maximized
all the time?

open the program and set it to the size and placement you want and then close the program. Ie and notepad should remember to do this.

Right-click Start, and then click Open.
Locate the shortcut for the program you want to start, and then select it.
Click the File menu, and then click Properties.
Click the Shortcut tab.
In Run, click Minimized or Maximized, and then click OK.

I have tried the first solution you gave but it did not work. As for the second one.... I don't open
notepad by clicking on a short cut or even the notepad.exe file for that matter. I either 2click on
a .txt file or use the context menu and select open with....
