IE won't load

My son's computer has XP on it and we recently put Fix-It utilities on it. He was using some of the features and now IE browser won't load. Here is the message he receives:

The procedure entry point SHRegGetValueW could not be located in the dynamic link library SHLWAPI.dll

We've used the recovery restore point, undone the fixes he did, but still no luck. I can't post a log (as I've seen done in other posts). What can I do?
