can't delete file

i need help, i downloaded this free download manager software but canceled it along the way, when i tried to delete it, it says "the action cant be completed because the file is open in another program"... i tried closing all the programs and reboot the pc, but i still cant get rid off the file.. the file is "GraboidVideoSetup-1.3.1.exe".. i think it has malware or spyware or something though im not sure.. if i posted it in the wrong section, can u pls tell me where to post this?

pls help and thank you
