Unable To Create New Partition

I can't create a new partition! I tried inside of Acronis Disk Director, which gives me an error code (which I've googled), Paragon Partition Manager tells me that my disk is having an I/O error and tells me to run chkdsk. Well before all this I did but I decided to give it another run. chkdsk found 0 bad sectors and TuneUp Utilities's (2009) Disk Doctor also found nothing. Yes, I also tried creating a new partition from the Vista DVD but the "New" button is greyed out.
