iexplore.exe causing problems

Recently a Chinese General Electric advert has been playing itself at random intervals over and over again tell me to visit some website. Going to task manager, I realized that iexplore.exe is taking up a lot of CPU and mem. Then I tried ending iexplore.exe while the sound clip was playing and found that by doing so the sound clip terminates. Here is my problem:despite this iexplore.exe keeps reappearing T_T ... so I can kill the sound clip ... but it will still come back. How should I proceed ? Thanks in advance.
