xp repair problem

Hello,

My computer keeps rebooting at the windows xp prompt and i cant restart it in safe mode.
I tried to run a windows xp repair. I didn't get the "Welcome to Setup" screen. After loading files, the "Windows XP home Setup" screen with three options listed below is displayed.

*To set up Windows XP on the selected item, press ENTER.
*To create a partition in the unpartitioned space, press C.
*To delete the selected partition, press D.

I don't know how to get the "Welcome to Setup" screen. So I can follow the instruction here to do my windows repair.
is there anywhere to repair it or will i have to do a new install and lose all my data.

Any help would be much appreciated
