XP - Windows Setup - keep getting error/corrupted messages

So, i had a problem with the hal.dll
tried to recover it with the XP CD, but when I try to run Windows Setup, I keep getting different error messages as it tried to load files.

for example"
"The file pciide.sys is sorrupted. Press any key to continue"
It then says setup failed and reboots.

Every time I try to get into Windows Setup, a different error message comes up.
Another example:
"The file usbcgp.sys is corrupted."

I have tried about 10 times now and every time is a different error.

Could it be my disc?

Or my CD-Rom?

i would try a different disk if you can get one. Cd rom can also cause errors to pop up. Actually i seen bad ram cause a similar issue. I was getting random errors on cd, took one stick of ram out install works. Put it back in getting errors again. Then ran memtest on it and it failed.
