Starting fresh Gateway PC WInXP

Hi:

My niece has a thoroughly corrupted Gateway desktop PC (running Win XP Home) that needs a fresh start. The malware and spyware load are too much to clean with 100% certainty of removal. I have loaded Ad-Aware SE, SpyBot Search and Destroy, Microsoft's Antispyware Beta, and her Norton Virus definitions are up to date. I have run multiple scans, cleaned individual Registry keys, etc., but the number of IE hijackers and trojans keeps popping up with fresh reboots. I have done everything with the Restore Point turned off, and in SAFE mode. I am going to salvage her documents by burning them to CD-R and then clean her system, so that her computer looks the same as when it came from the Gateway factory. Can someone point me to a step-by-step tutorial of what I need to do?
