Missing Program entries in Destop

I am the admin for a small windows domain that has recently developed a new issue. For some users, their >START >PROGRAM entries are missing. java script:emoticon(':tazz:')
smilie

This seemed to start when we installed microsoft's new anti spyware beta. It intercepted the domain redirection of the user's desktop to a network server and presented a allow/deny choice to the users.

Now when the users go to look for their programs to run, there are no choices. Administrative users do not seem to be affected on the same machine.

I un- installed the Anti Spyware but that did not resolve the issue. Any suggestions?
