IE Limited To Basic Blue Fonts

A friend of mine is using IE 7 and only sees primarily Blue fonts, embedded menus are not displaying correctly, etc. We have reset his IE options back to original without change. We've unchecked Accessibility to not limit page display. I'm not sure what else to do. Any ideas?
