Start Menu and Icons disappear a minute after boot up

Hello there... hope someone can help. I am working on a friends computer , i consider myself somewhat computer savvy and this has me stumped. After booting the system up everything is fine after about a minute the icons and start menu disappear but the wallpaper remain. I figure there must be a script or process starting up that is hiding the explorer but everything that i have tried(followed the malware steps) has not worked. When i go into task manager and type explorer.exe nothing happens, acts like it wants to start up then gone. I deleted all temp files, ran malware software with 11 problems that were removed and still have the same problem. It runs fine in Safe mode with networking. Any help that anyone can give would be GREATLY appreciated. My friend needs her computer back for school and we would rather not do a total format if at all possible. THANK YOU! BTW its a dell xps 210, Here is the log. THANKS AGAIN!

Hi :) it could be corruption of IE there is a com file that re-registers IE and your shell

To get your taskbar and start button back

Download fixshell.zip and extract the file to your desktop
Double click fixshell.com it may take a while and need a reboot
Let me know if your desktop returns
