Working CD/DVD drive not showing up.

This is what happened.
1. CD drive works ok in xp.
2. Wiped HDD clean and installed vista.
3. Installed drivers.
4. CD drive does not show up in "device manager" or under "computer".
5. Repeated steps 2-3.
6. Attempted to try removing upperfilter and lowerfilter values in registry but they are not there.
7. Disconnected CD drive and reconnected = nothing.

Any suggestions?
