Win XP Home can't change wallpaper

After I cleared a spyware/virus on my pc the desktop still had the blue virus threat warning screen. I went to windows\web\wallpaper and tried to change it with no luck. I tried right clicking a picture and clicking " use as desktop wallpaper" and nothing.
I found an HTML file that was the blue warning scrren and deleted it and now the desktop is black with the icons visible which is ok but I would like to chage it to a graphic if posssible.
Any ideas?
