Laptop with Windows XP Pro, Office 2003, Toshiba Tecra

It doesn't matter what program I am using, but randomly I get a Windows needs to shut down error and the following message:
"Windows cannot find http://oca.microsoft....2.00010100.3.0.
Make sure you typed the name correctly, and then try again. To search for a file, click the start button and click search."

Here is 1 of the event view log errors from the Application section.
Event Type: Error
Event Source: MSSQLSERVERADHELPER
Event Category: None
Event ID: 100
Description: '0' is an invalid number of startup parameters. This service taeks 2 startup parameters. For more information see Help & Support Center at http://go.microsoft....link/events.asp.

Other error referred to AVG free which I uninstalled and re-installed.
