I've recently had this problem with the mouse getting stuck above the taskbar. I remember having it now and then in my old XP computer (with a different mouse), so I don't think it's anything specific to Vista. I don't think the problem is the mouse, either, but I could be wrong. Just sometimes for no apparent reason, my mouse will not recognize the taskbar. To get it unstuck, I have to hit CTRL+ALT+DEL. This, of course, brings up the Task Manager. If it doesn't clear the problem the first time I do it, I keep repeating CTRL+ALT+DEL until I can move my mouse onto the taskbar.

This problem has been happening with 2 different mice. This is why I don't think the problem is with the mouse. I don't often restart my computer and I keep it on 24 hours a day, so I'm wondering if this could be causing some of the problems. I also have about 100 window tabs open in Firefox. Perhaps this is too many?

Very possible, to answer both questions.
