First off, try to update the drivers, found on the manufacturers site. Then try updating DirectX from the Microsoft site, nowhere else (unless you trust it heavily). After those simple checks, make sure you have the latest SP (service pack) installed on XP, 2 is supposed to fix a lot of gaming issues like this.

Your graphics card doesn't fully support DirectX 9 which is a requirement for COD4. To be able to play the game you'll need to buy a new graphics card (assuming of course your PC isn't a laptop).

It should have a silver label somewhere on it that has the exact model, for example Compaq Presario SR5700.

Unfortunately your motherboard only has an 8X AGP slot, this is seriously going to limit what card you can use and the performance you'll receive.
Something like a ATi Radeon 3850 should give you a decent frame rate with some eye candy settings turned on. The card will required extra power 6 pin power connector but most cards should come with an adapter. The card also requires a 450 watt power supply.
I suppose it all depends on what you are willing to spend and what power supply you have.

I dont have a 450 watt outlet, any cards that only require a normal outlet?

When I say power supply in mean the one inside the PC not the wall outlet.
