Adobe Photoshop CS3 Glitches

Today I was running Adobe Photoshop CS3, and it was the first time since I needed to format and reinstall everything. Today I noticed, for the first time opening the program since then (And a new Motherboard) that as I began to edit the picture using the Blur tool, Sharpen tool or even a "Brush" type, that if I drag to slowly, i begin to drag "blocks" of the picture around. It fixes when I zoom out, move the picture or refresh it, but otherwise the glitches stay there. Might anyone be able to tell me exactly what might be going on with this? I have the latest video drivers.

Oh, I should mention, I tried a few other picture editing programs, and its not happening to them, which is weird to me, you'd figure if it was a 2D problem I'd see it else where, but I used 5 other editing programs I have and there as no glitches or blockey-ness going on.

Any help would be greatly welcomed.

Once more, I feel foolish and must say I've found a fix for this issue, but hey, if you yourself have had the issue and run an ATI card, such as any of the HD series? Take my advice and try the Radeon Omega Drivers. I uninstalled the ATI Drivers 9.1, and put in the latest Omega Drivers, and bam, images fixed, no problems.. this actually might fix City of Heroes for me too, a game I was having very odd problems with, and NO other game... but we'll see, I'm not going to hold my breath, but maybe... Anyway, Adobe problem fixed, sorry for taking up Forum space.
