PC seems to freeze on DELL page when I restart

I have a DELL Dimension E520, Windows Vista Home Premium 32-bit.

The problem I'm having is when I restart my PC...it logs off the user Fine...Shuts down fine... Then it gets to the DELL page (first page of restart) and seems to just put it's brakes on. There's a bar underneath "DELL" that makes it like 3/4 of the way and then stops. When that happens, F8 is useless and this Ultimately causes me to hit the power button wait a few seconds and then power on again. I hate having to do that because I know it's not right. Any help would be greatly appreciated it. Why does my PC do this? :)

This usually means a hardware issue of some sort, and it's most likely the hard drive.

Thanks, well Today's a new day and thus far it's I've restarted a few times and Fortunately for me *Knocks on Wood* my PC has started up properly all times. :) I'll be hoping it continues this good behavior. I also think I fixed my internet connection too because usually when I restart the PC after it comes back up it seemed like I never had an internet connection. So, far no problems :)
