Dialog boxes look plain, no graphics

I originally posted in the web browsers forum, as I thought my problem was just on web pages, but now I notice that windows dialog boxes also look plain and do not show all of the graphics/colors. I am having the same problem with web pages, there is alot of white space everywhere and do not show most colors or pictures. Can someone please help me figure out what the problem is? I am running windows XP with all the updates, have latest java quicktime ect. I included a picture below.
