Laptop shuts down when windows setup starts

I have a latop that will not boot. I bought a new HD because I thought that might be the problem. When I inserted the CD ROM and turned the computer on I still had the exact same situation. Windows loads all of the setup files needed. The screen then says setting up windows and the computer powers off. I doesn't try to load windows, no format options etc. I have checked the cooling and it appears clean and functioning properly. Does anybody have any ideas?
