"Unspecified Error" pops up when trying to access User Accou

I am running Windows XP Professional 2002 service pack 3: I tried to go into the control panel and set up another user account from admin account. Whenever I open the user accounts in the control panel up pops "unspecified error" message , whenever I close the error box and click any task in the account box the error pops back up.
I also found that when i click the computer name tab in system properties up pops "the following error occurred while attempting to read domain membership information: access was denied" I don't know if one has anything to do with the other.
