I have a Dell Inspiron 1300 1.6 Ghz Celeron M processor 1.99GB Ram 40 GB harddrive. I would like to know if I can install a Samsung HM160HC 160 GB harddrive and if it would speed up my computer.

A hard drive on its own won't speed up the computer unless the drive you have now is showing signs of dying. Laptops never fly compared to desktops, they will always be slow compared to side-by-side.
