I currently am an eBay seller that deals with delivery of codes to my customers. I only do this for a little bit of profit (about $2 profit per $15 I sell, not including gas expenses for purchasing the items), although the items sell at a good and steady rate. The problem with digital delivery of items is that 1) there is high fraud activity and 2) PayPal does not have Seller Protection for these transactions. I recently just had a fraudulent buyer take about $125 worth of inventory from me. meaning I would have to sell almost $1k worth of codes to make up for that loss. At this point, I am not even halfway there and it's been over 2 weeks. I have also just completely stopped selling the cards until I find a better way to protect myself against similar types of fraud.

ACTUAL QUESTION--
This past week I had an idea of implementing an automated phone confirmation service to my listings. The best explained and most appealing service that I found is at www.telesign.com, which uses SOAP API.
My idea is this. I would like to implement a service similar to what E-Junkie has in their "Registration Keys Example." The only difference is that when the buyer hits "complete," he would have to go through a phone confirmation FIRST, and after it has been verified, then it will go onto the next page which is the Thank You page that E-Junkie has that gives the buyer the code.
Getting an email telling me the phone number the buyer used would be extremely helpful as well. I am thinking that if I can implement this through my PayPal checkout process, my sales would also go up incredibly because I am offering an instant delivery of code to my customers as well.
My question is this. Is this possible to do, and how? I am willing to hire a programmer to do this for me, but I do have an extremely small budget, so if you can offer any suggestions, please let me know, thank you!
