Windows system programs open then close

Ok so i have a windows xp system that i have admin rights to and when ever I open a windows system program like add/remove programs task, manager, device manager, system properties etc it will close with in 15 seconds. I know what you are all gonna say its spyware or malware or virus but it cant be. I just tottaly reformatted the machine and installed windows xp and it is still doing it (What is happening now is the reason i formatted it the begin with). The only thing i could think of what could be causing the issue is hardware but any program i run is fine. Its only windows system programs. Any idea's?
