kernel32.dll error when clicking start button

Hello, i have a win Me system and when I click on the Start Button I get the following error kernel32.dll has caused an error in explorer. I have tried restoring the file from the cab file but no joy, I have run norton and removed one virus and cleaned up using spy bot but still get error has anyone got another suggestion please.
