Laptop wont restart

Hello,

How r you?
recently i have been having a problem with my laptop, it won't start. i press the power button, "Numlock" light blinks for few seconds and it turns off.
The laptop is DELL Latitude D600.
is there problem in the motherboard or Bios. Plz help me with this
